Ok. . . FYI if anyone's interested . .

I found how to do this again. .
It was changed in 2019. I recall a huge MIDI change happening at some point around then. .
If one has the pencil tool selected NOT the smart tool as I tend to use all the time, it works . .
You can place your cursor, let's say at the front of an audio beat recording, have pencil tool selected then control click on the midi note & it snaps to the cursor. .
