You can try trashing preferences or updating to 2023.6 to see how it goes ?

I was in 2023.3 when the problem first occurred and it remained after my upgrade to 2023.6

I trashed various pref files and I narrowed it down to the file:

UICustomization.txt

This file holds all the custom data you have set for track colours, etc.

When I removed this and copied all the other files back into the Prefs folder, the problem went away.

When reset all my colours back to the same as before, the problem didn't come back. I guess it must have been some kind of file corruption.

Does this happen running under Rosetta mode or Silicon Native ?

Yes - the problem occurred in both modes

Which OS are you now ?
