That would be a PCIe card with slots for 2,5" SSDs, I think. The main topic in this thread is NVMe cards in external Thunderbolt 3 encosure, with much higher transfer speeds than that. Sorry, I should have been clearer on the Thunderbolt 3 part in the title.
