I'm pretty sure you can. I just logged into My Digi and I can see the links to all the 7.4 versions even though I'm running PT8.
It doesn't go back earlier than 7.4, but it does list all the cs releases for 7.4.
Why don't you download PT8 and keep it handy (it will take over an hour to do that anyways), then download the latest 7.4 after that?
