Jeff, thanks so much for the reply. Yes, the HD IOs are attached and powered up when running DigiTest.
I should mention that we also did a fresh Windows install last night just because we were at a total loss. So the only thing on the computer at the moment is a fresh install of Win 10 home edition (latest version, build 20H2 I think it is), the nVidia drivers for the RTX2080, and ProTools and it's various drivers. That's it.
We also tried swapping the Core Card around in different slots. And another Core Card, since he has two.
