I have noticed that PT seems to be creating a folder on the C Drive with new audio files that I am creating. I think this might have something to do with it but I'm not sure.

Pro Tools should only create audio files where told to/by default in the session audio folder. But Pro Tools creates logs and preferences and other stuff on the C: drive. So what *exact* files are you talking about? What shows up in Windows 10 Explorer and in Pro Tools Workspace file for this session?
Common problems there are caused by careless use of import, not copying assets to the session folder. But again the actual problem here seems to be writing the .ptx file.
