Hi, welcome to the community.

Yes single HD interface is capable of 16 in 16 out so two boxes will give you 32 inputs and outputs and you only need single card for it. Be aware that single interface cannot do 16 analog inputs and 16 analog outputs at the same time, which means if your goal is 32 i/o you need to have 24 analog i/o plus 8 digital i/o. Avid branded (grey) HD interfaces do not have this limitation, but DigiDesign branded (blue) HD interfaces cannot have 16/16 analog.
