I'm using an OWC 14-port Thunderbolt3 dock with a 2019 i9 MBP and haven't noticed any issues with battery or charging. There was an article out about making sure to charge MBPs from the right side:

Also, I have found that using the free TurboBoostSwitcher to turn off Turbo Boost (overclocking), has helped to considerably reduce fan noise on my MacBook Pro.
