The one I used (successfully) is within the ProTools 2021.10 installer itself. Double-click the downloaded ZIP file and you'll see a couple of folders along with the PT file, one of those folders will include the Driver and be labeled as such.
Regarding permissions/approval, that played a role in my installations as well. I opened System Prefs and entered my Permission password, then left it open, prior to launching the Driver installer. Doing that (along with using the file I'd mentioned) was all that was required for me w/ the latest version of Big Sur and PT 2021.10.
