A faulty download could be the problem
Uninstall Xpand!2 in Windows
Programs and Features and delete the AAX Plug-In from the Plug-Ins Folder and, if it exists, the Xpand!2 Folder in C:\Users\Username\Documents\Pro Tools\Plug-In Settings
Run the free CCleaner > Registry > Scan for Issues (save backup/s when prompted) – run this a couple of times until no issues are found
Restart computer
Download:
XPand!2 18.1 Installer (Win) 1.23 GB
from your Avid Account > My Products
Install
Restart computer
Launch Pro Tools
