This is unrelated to the current issues ilok.com is experiencing. You can still add and remove iloks in an account as long as they are empty / do not contain licenses.
The fact that there no longer is a grace period which would previously allow you to remove an ilok loaded with a license within that grace period is a change of policy. You can still transfer eligeable licenses between accounts using the transfer function but there will likely be transfer fees that apply
