Not remotely - I suggest you take a look at the Reaper's About page (
http://reaper.fm/about.php) to get an idea, or better yet, download a demo and get inspired by the manual, or something like the fantastic Kenny Gioia's YouTube channel with tutorials for Reaper.
I'd just suggest not approaching it as a Pro Tools replacement in order to get the most out of it.
