Yes, which is a great solution if you have individual plugs or bundles that aren't included in the bundle you're upgrading to.
First, you WUP those, then turn around and use the voucher towards your bundle upgrade.
This way you pay about the same as just upgrading the main bundle, but everything you have gets WUP'd as well.
