Yes dither from 32 to 24 will be applied on clip export. On bounce it won’t (you have to manually put a dither plug-in on the master bus in that case)
Yes you should dither going from 32 to 24
There is no problem working on a file that has already been dithered to 24. If the file is going to be 24 still after your mastering work (so 24 start, 24 delivery) there’s no need to dither again. Only if bit truncation is happening.
