The only sense I can make out of the Clarity thing as that it's possible that it may take a great deal more time and effort to import a Neural Network over to a different chip infrastructure which has a completely different set of instructions. Not to mention any ML chips you might be trying to take advantage of as well.
Its entirely possible they may even have to "retrain" their network after posting the code over. That would take a great deal of time, months is not unheard of in these situations.
