to fix this you will need to reinstall your OS then update it fully then used Avid installations and opt setting's ; then install 10.38 first it will install the i-lock correctly do not have your key plug in then install 11. now install key and open i-lock manager log in and do a sync/repair after updating i-lock manager ;then open PT 10.38 then PT 11.

do not reinstall third party plugs or programs like DVD suite etc' until you have open PT first an make sure they work then install one plug at a time then open PT that way you can see if one of them may be involve remember i do not know what you have or don't have install .
