You don't understand what you've linked to. Those are local repositories.
BWF has metadata. Standard wave files do not. BWF stores its metadata in the iXML chunk. There are defined parameters for iXML. None of them are "publisher." iXML is not id3, etc like mp3. You can see all objects defined by iXML from the keeper of the standard:

Wave Agent is an iXML/BEXT editor for BWF files. You can see what it can edit (once again, not like an mp3 id tag)

In addition, BWF now has an axml chunk. That is only defined for ISRC at the moment.
