Welcome to the community.

This isn't a bug. Application Manager will only display that if you had redeemed it in your Avid account, and there isn't any Pro Tools HD product listed there. You should contact whoever sold/provided the license to help resolve this.

If needed, please start a support case via the Access The Support Center link in your Avid account to provide your info to CS.
