Sometimes things take a little while to push out. My own Pro Tools Intro version in My Products is still only showing 2023.3 while the version under Pro Tools Studio was updated by the time I saw the release notice. I'd give it a day or so and if it's still not there then ask again.

As for Avid Link... well good luck, that sucker gets uninstalled immediately from my computers.
