Sounds like you have a "you specific" system problem.

No such thing as a "Pro Tools clock" in native Pro Tools. The "clock" is whatever your audio interface that is set as the audio...

Cubase/Nuendo has FX channels (which are auxes but not auxes). But seeing as they are dedicated, it is a simple implementation.

What video codec are you using? (and what wrapper)

I haven't had any issues with 22.4, 22.5 (just started 22.6 so still needs time)
h264 and ProResProxy (wrapped in .mov containers)
