It's hard to say. The M1 Pro laptop running Ventura isn't my main rig. But I've noticed no real difference from when it was running PT 2022.10 under Monterey.

My C|24 works fine in PT 2022.12 in Rosetta mode on my M1 pro laptop under Ventura 13.1 and my main MacPro 5.1 under Monterey 12.6.2.

It's only in Native mode that the legacy ethernet controllers...

Monterey vs Ventura makes no difference. If you’re wanting to keep using a “Legacy Ethernet” control surface with PT. Running an all native M1 version of PT will be out. The C|24 will only work...

I'm running a c|24 with PT 2022.12 under Monterey 12.6.2. No issues.

In Intel mode, the C|24 functions as before under Ventura 13.1 as well.

On my Ventura M1 laptop, the legacy peripherals...

I don't believe that Avid is referring to the Intel portion of 2022.12 as a beta, only the M1 Native portion of it.

The app defaults to running in Rosetta. So, if you're not testing the native...

Perhaps you were referring to PT 2022.10 and 2022.12 but your initial question inferred you were talking about the native vs. the Intel variants of PT 2022.12.

2022.12 is a Universal Binary. You just toggle the "Run under Rosetta" check in the apps Get Into in the Finder. It is one app.
