Sure. It's actually multiple ones.

Specifically, it's AirKillEQ, Channel Strip, Dyn3 Compressor/Limiter, Antares AutoTune, Dyn3 De-Esser.

By the way, the plugins on the Master Track still do effect the audio on these two tracks.

But the plugins on the individual tracks are completely ineffective.

Certainly possible, but how I would I test it?

One thing that makes me think it's not the iLok is that it will allow me to open a session via the Cloud, and it'll let me work for 5-10min, but...

I’ve had similar problems. I usually just try redo-ing the AT. Although in some cases I’ve had to just delete the correction on the note it’s shooting up or down an octave.
