Fwiw it seemed to work fine before with Win XP2 but....
Maybe it's something to do with Internet Explorer 8.0 as IE 8.0 is installed.

not sure why you can't unzip the file but IF the file is corrupt you need to download it again.

try downloading "Winzip" and see if you can extract it with that.
