I think with the latest downloadable install, you must be online to install, you must have an account, and OneDrive is the default Documents/Pictures/etc folder.

When you did the reinstall did you delete all the files in the User/AppData folders ? There is one in Local and one in Roaming.

These may be the issue. You can delete these and then restart...

Update, and it's not a good one. Apparently, you MUST be logged in to your AVID account to SAVE your project. If you are not logged in, and you then login to your AVID account, you do indeed...

I was trying to do this as well. No simple way (currently), BUT, one hack is to drag the clip into PT, where is becomes a WAV, and then convert the WAV back to a MIDI clip with Melodyne.
