Nuking would be reinstalling XP and choosing a full format of the boot drive on the install. This wipes the system clean but means you have to reinstall everything, all the programs all the drivers...

I'd nuke and rebuild. I had a similar problem with my home computer I just built. I got online before I installed a firewall..... big mistake. I couldn't differentiate between what windows...

Cases are cheap and power supplies can be finicky and cause lots of weird problems, old connectors might not even fit especially if they are that old. Best to get a new case and invest in a quality...
