It's my understanding the OP just wanted to get to the Meter Change window and drop a meter change without snapping to bar. I don't know the process if you wanna do so before an existing meter...

It's pretty easy to recreate in 2022.5, drop a meter change a few bars in, and then try and drop a meter change prior to the one you just made . It only gives you the Time Operations window with no...
