This used to be an issue for me in Pro tools 2018. Then somewhere in the 2019 updates it was fixed. I haven't update to 2020 because my machine is running AMAZINGLY and I don't want to mess with it...

I change the track to "tick based" and that solves my sample routing issues. Although I've never tried it with MIDI so try that. Its annoying but it works

This happens to me too. For me it’s just a usb peripheral that causes it not to boot, I unplugged them all and it booted. Then I shut it down and plugged in usbs 1 by 1 til I found the offending usb....
