Since you are in troubleshooting mode, I suggest you methodically do one troubleshooting step at a time until the problem is isolated.
1) Uninstall ALL things PT & all 3rd party plugs. Run CCleaner...

Pro Tools version 12.5 and newer work on Windows 10 & also on Windows 11. Device drivers that work on 10 also work on 11.

Have you tried uninstalling (or at least moving to unused folder) ALL 3rd party plugs? I'd uninstall Pro Tools AND all 3rd party plugs. Reinstall PT + stock AVID plugs & test. Go to the first plug...

Memory XMP for sure. For my i9-11900K build, I set all cores to a constant clock. I'm not going for a speed bump at all (these chips are plenty fast already), but rather to avoid any CPU throttling....

I made a stress-test with tons of tracks & plugs on PT2020.5. The session will all-track record & playback, at both buffer 64 & 1028. However, note usage differences:

On my 2020.5 vanilla desktop, I can run TONS of plugs at buffer64. For me, it's a non-issue. Having said that, 64 uses more CPU vs 1028. If 2021.12 has addressed this ---> great! Anybody else seeing...

I'm using a Zalman air cooler with two 120mm push/pull fans. Plus case intake and exhaust fans. Noctura lowest db/lowest rpm fans for all. I'm using a 4RU case, and it's almost inaudible.

I also use Kensington Expert Trackball with X-Mouse. Works! I programmed a button for record and another for play.
