It's just how plugins work in PT.
Either you have the plugin inserted on one track - or you have it inserted on a aux track; most often you do that to be able to use sends to be able to have several...

You can't route a send to a plugin in PT. You can insert the plugin on the track, or make a send to a aux track with the plugin inserted on it. That's how it works.
