No, this is not normal. There could be several things that could cause this including but not limited to:

- bad clock source. Make sure that the Pro Tools software is set to internal sync mode....

You are correct, you need an upgrade to Masterlist CD. The upgrade will not allow MLCD to access the 001, per se, it will allow MLCD to run without any Digidesign hardware at all.
