Did you ever install Win 7 on your boot drive?
Windows XP and later leave footprints. For a clean install you must nuke the drive.

The NH-D15 kit I received had several brackets... just not one for the v.3 socket.
Let's wait to see if the next person who orders an NH-D15 gets a v.3 kit without ordering an NM-I2011.

It did not have a ver. 3 mounting kit.
The instruction manual did not address ver. 3 sockets.

Your CPU cooler must have mounting for the LGA-2011 ver. 3 (aka LGA 2011-3 or LGA 2011 v.3 or "R") socket. That Noctua NH12 will not work.
The Thermalright Macho Rev. B has the v.3 mounting kit...

Brandon, have you tried an HDN or HDX card in your rig, vs the HDN in a TB chassis?

Is your TB II card the newer TB II TB 2 version, or the original TB II?

How are your PCIE slots...

albee/Dave, the Xeon E5-2690V3 (12 core, 2.6 MHz) is twice the price of an i7-5960X (8 core, 3.0 MHz), but fits in the same LGA 2011 v3 socket. Are you tempted?

If multiple HDX are planned, you'll need "minimum spaced" PCIe slots to accommodate the short TDM cable. Many X99 boards have X1 and X4 slots between the X16 slots. No good for HDX2, HDX3, etc.

At least two hot swap drive bays in the tower... more than four is overkill, but you see where this leads you...

HAF-X or similar ... big cases that can swallow

I would seriously consider an SSD for your boot/PT drive.
