The Panaflo is only supposed to push about 24 CFM, which isn't a whole lot. If you've got a generic, loud fan, it may well be rated for higher CFM.

Nope. It should be fine.

Run it at 12V and see if you can feel a decent amount of air. If you can, then its fine. If it won't start, or something, then you know it won't do.

I'm 99.99% sure...

Gigabyte makes some good boards, but I would stay away from DFI. DFI is fairly cheap quality and not particularly tweakable.

The results are: it sucks. It makes no performance difference to run dual AMD CPU's. The program doesn't appear to be multithreaded.
