For whatever reason, if the video still exists in the clip list (on right side), whether it's on the timeline or not, it will not import a new video at different frame rate.

Well, I didn't find it yet, but I think the workaround may have been to turn off automation follows edit (???). Not entirely sure. But what I did just find is that the 10.3.2 update fixed this bug...

Yeah it's a bug that was introduced in 10.3. I'm pretty sure I read a post about a workaround for this. Will try to find and post a link.
