Found your product/account and your licenses are active. Please Synchronize your iLok or Close All Cloud Sessions > Open Your Cloud Session in iLok License Manager and reply if still having trouble....

Looks like CS was still in the process of depositing the replacement licenses for your lost iLok. Please Synchronize your iLok now and try launching Pro Tools again.

Try... right+click > Show Details... on your Pro Tools Perpetual license/bundle in iLok License Manager. At the bottom of Details it should have Release Limit and read "Versions released on or...

Please check the Release Limit date at the bottom of the info when you Show Details for the license in iLok License Manager. Sounds like that might not be in sync with your Software Updates Plan.

Right, you basically need to release it first (remove it in EuControl settings -or- quit EuControl).

I run 2 systems (iMac & Mac Mini) for various reasons, and just launch EuControl on the machine I want to use my Dock+S1+tablets on. Everything's within reach though so not a big deal.

Right, so... did that work for you? (FYI - PT will create the folder if it's not there so you can simply delete the folder if having trouble setting permissions.)

What OS?

Did you check the permissions on your Color Palette folder? (If easier, just delete the folder and let PT re-create it.)
