Unless you have a very old computer, box3 and 003 is a bad idea.

No. But you need to have Ultimate license to be able to use HD hardware.

I don't really know about Avid policies but I would think if you have a license bundle, the new one would have the same licenses added with new one(s).

You can always try. Unsupported does not mean not working. It is just unsupported, Avid first asks you to upgrade your OS.

Perpetual license holders can use any version since PT12.6 which is supported on Sierra. Highest version supported on High Sierra would be PT2020.12

Correct. TDM cards never made it to 64bit, so you would need to be using PT10 or lower, which means Mountain Lion or older (though Mavericks works with known issues).

My advise is having a new system for new toys. Park the TDM system to where it works and keep using it as it is.

It will still take some time that everything is Apple Silicon ready, so if you can just sit on your current gear and wait for it. Now is not a good time to do a complete overhaul.
