This is now fixed in Pro Tools 2023.3 (see the release notes (https://avid.secure.force.com/pkb/articles/Knowledge/Pro-Tools-2023-3-Release-Notes)).

Working correctly here with a similar session and setup (PT or PTU 2021.10 on a 2019 iMac with macOS 10.15.7). CPU meters fill up when clips start, then drop back a few seconds after clips end. ...
