No actually, you can nudge the edit cursor with just the numeric + and - keys. I'm doing it right now :)

I wish you could type in the fields that display milliseconds, because the minimum it seems you can move the clip start pad is 19ms, i need more like 4ms.

I know in some apps you can hold shift...
