is there any way to build a modern / modernish machine in 2020 for vintage Mix Core / MixFarm / SampleCell2 cards?

Hi. What you need is Industrial Mainboard. There is a good choice from various manufacturers. All are based on modern chipsets using onboard pci-e to pci bridge. Some models feature gen7+ Intel CPU support and even 6 x 33MHz PCI slots + few PCI-e slots. Some models feature even ISA slots together with PCI and PCI-e.

Also remember the last PT version that supports MIX cards was 6.4.1 which requires OSX Panther or Windows XP -- be sure your hardware is supported on those ancient OS, otherwise you are out of luck even if you got leds blinking.

I just came back to warn about potential legacy OS and new mainboard compatibility issue and see that you had already explained :-) Intel Gen 10 and newer most likely have isuse for Windows 7 compatibility let alone with Windows XP...

Yes, only way to use these is in a Mac G4 or older, or with an older windows machine. OS, plug-in, and 3rd party software compatibility is very finicky, as these systems are almost 25 year old tech. Iirc support was dropped in 2004.

Still going. Just used it to run a track through sound blender from my modern pro tools rig

I used to have a 6.4.1 license which was a code, lost it and no way of retrieving it since the Digidesign Store no longer exists. I had a 5.3.1 and a 6.x LE license too and just found my old Audiomedia III card a few months back when cleaning a storage.
