But newer versions that I don't own are. Is there another dl location?

I was going to suggest
Avid Download Center

…but it seems it has every version back to 12.6, and only 10.3.10 before that. Sorry.

Currently trying to install it on a new PC and I'm having the same issue. Can't figure out how or where to download it unfortunately.

Same here.
I have PT11 bundle listed in my account, but no way to download it.
In it's place there are PT installers I don't have licenses for ranging between 12-2022
The Download Center has 10 but no 11.
