Latency Issues - changing latency has no effect

Hi all,

Just a quick query that's driving me nuts.
A bandmate has passed along his old M-Audio ProFire 410 for me to fiddle with.
This is all running fine - audio in/out, everything. The major issue I'm facing is that despite having the last drivers, there is a substantial delay in response time.
The only audio source (via onboard Firewire) is the M-Audio box - so as I said, I can play audio fine (music, movies), playing bass is fine too, albeit lots of latency.
In the software drivers, I can change the latency from lowest (36 I think) up to highest (5000 or 6000), but experience absolutely no difference in latency. As soon as I start running the effects board (i.e. not on bypass) this becomes even more noticeable.

As I've borrowed his box, I don't have Protools so can't fix it through here, and Adobe Audition, Magix, Cubase and Audacity don't have latency settings... so I'm kind of at a loss here.
Help?

To clarify - it's a windows 7 box (64 bit).

Can anyone please help? It's a nightmare trying to track stuff.
Is there any reason why modifying the latency wouldn't have an affect?
