Podcast level requirements

So I'm working on a podcast edit and was given these instructions for processing:

Set audio at -6db average level with peaks never exceeding -2.
Stereo sound
24 bits
16LUFS (Loudness Units Full Scale)
This is a standard for average volume*
Place a smooth high pass filter on the audio at around 50Hz
Place a smooth low pass filter on the audio around 18kHz
Five Steps Sound Mix
Set audio at -6db average level with peaks never exceeding -2

My confusion is is where they say to "set audio at -6dB average level" and then the "average volume" is to be 16LUFS. Measuring LUFS is simple, but I don't know what they want with a -6dB average level and/or how to achieve this. I'm hoping someone with experience can shed some light on this for me.

Also, anyone heard of this "Five Steps Sound Mix"?

Thanks!

Chris

Ignore everything except for the LUFS recommendation.
