What exactly do you want to do? You're not giving us much to go with here and $20k could mean purhasing a lot of gear you don't really need. Many people here can record great quality stuff for less than half of that, so please elaborate beyond wanting a Mac and 002R.

Well, do you have a room for tracking, a headphone system, any microphones.. or is the $20k all inclusive? Is the computer going to be in the same room as the musicians? Is this for demos or finished product? Does the $20k also include keyboards and sound modules? Are you going to be recording multiple musicians at the same time (blues -- I'd hope so).. if so, how many?

I won't go into price details, but based on what your goal is, here's my opinion. Of course, we're assuming you have a good space for a live room and control room, which you should consider treating for better acoustics.

1- www.realtraps.com

you'll figure this one out in no time.

2- I would consider a good board, new or used, nothing too fancy. A simple 16 or 24 channel with flexible routing. Look into a Mackie 24-8 or even a used Soundcraft (prefered - better preamps and eq). Look into the Soundcraft Spirit M-Series (like an M12), you can still get em new for about $800.

3- balanced patchbay

4-good quality cables (Mogami, etc)

5-good preamps, how many depending on the number of simultaneous signals entering ProTools. If you go with a board, consider the preamps included. Perhaps a few extra UA units would do (610, 2-610, 6176, etc.), or Vintech Dual72 unit, a Distressor (by Empirical Labs), etc.

Even if you got just one really good one, you'd be doing yourself a favor.

6- Good AD/DA converters, such as an Apogee Rosetta 800.

7- Good monitors. I'm all for the Alesis M1mk2 Actives, I have them and think they're wondeful, but with a $20k budget, I may step it up to Dynaudio BM6A's. For this type of music, also consider the KRK V6 or V8.

8- Keys and sound modules are very subjective, as with anything else, though you can't go wrong with a Roland XV-3080 (even used, $600), a Yamaha Motif rack ($1000) for bread and butter sounds. Pair that with an 88-key weighted controller and you're golden. There's new Kurzweil on the block, 88 weighted keys with the PC-2 sound engine for $1199, it's called the PC1-X.
Alternatively, a Roland XV-88 graces any studio with beauty and power (used around $1200-1500)

9- Akai MPC 1000 for your hip-hop needs. A great tool but not necessary as you can always trigger the sounds from a sampler and the keyboard. That's all up to you and what you think your clients may prefer. Good samples are what's important, not how you trigger them.

10- Reason 2.5

11- Ableton Live

12- a good chair.

my $0.02 ($0.47 canadian).

Keep in mind that, if you're going to be recording bands, you will need an outboard mixer for headphone mixes. Otherwise, you'll have that nasty latency "echo" that comes with host-based systems. I record bands, mostly, but also do my own sequenced song demos--here's my setup:

Sawtooth G4, accelerated to 1.4GHz
Digi001 + Alesis AI-3 I/O box (connects to ADAT ports to provide full 16 channels analog I/O)
Motor Mix control surface (best bang for buck, and smallest footprint)
Soundcraft Studio Lc mixer (for mic-pres and headphone mixes)
Fostex headphone dist. box (drives 5 pairs), Sony MDR-7506 headphones (6)
Event 20/20 BAS monitors
Focusrite Trak Master input channel
TL Audio dual tube mic-pre/d.i.
Mics: Blue Bluebird, AKG C3000 (2), AKG C1000 (3), E/V ND408 (3), A-T ATM-25, Shure SM-57,
CAD E-100, TOA KY (3), Blue Ball, etc.
Quik Lok A-300 boom stands (many), cables (many), etc.

Yes, I could use some hi-end mic-pres, but on my budget the cheap ones in my Soundcraft mixer do an admirable job. But for $20K you ought to be able to include some nice ones. Remember that, because you'll need a mixer anyway, you can kill two birds by buying one with decent mic-pres, insead of cheap a one plus racks of expensive outboard units.

I also have quite a few keyboards in my studio, but with the plug-in based synths/samplers out today, there is less and less reason for having more than a controller keyboard. Just a thought.

Good luck! - Don Z.

PS - Another tip: get a flat-panel monitor for your Mac, which won't make guitar pickups hum, the way that CRT monitors do!

Truthfully? Try to get more money.
You have named 2 different types of requirements (I'll put hip hop and R&B together but they can be different) that really require different environments.
Blues is going to require a good live space to play in if it's to be done right, hip hop requires certain electronic toys to do it right.
Trying to capture blues with a good sound is going to hit you on the mic and the pres that you feed through.
You can generally tell if a person does hip hop or just thinks they do by the gear they recommend, it's no different than certain guitar cabs for certain sounds, so know how functional a synth is before you buy it.
The same is true of all types of electronic music.
Not trying to put anyone down but most people run a minimalistic type setup that they force to be functional.
That's ok except when you are trying to cater to others.
People definitely expect working you with you to be a smooth transition.
If $20k has to cover your total setup, you will end up cutting some corners that may slow down traffic to your door.
Now if you are talking about putting some gear in a room and doing some recording then that's a different story, but you made it sound like you want to build a functional facility to record others.
You probably need to give more detail in exactly what you have and are trying to achieve.
