Permission issues

Could not create a new document because Permission denied (13) while creating "jan8 2001".

What the heck is this and how do I fix it.....

A little something to add to this: the ability to repair permissions has gone away with OSX Sierra. I know the op isn't running that OSX version but some people may not know about the loss of this ability in Sierra. Can't even be done in Terminal either.
