Pro tools 12.3.1 licence issue

I checked my product page and it shows I have pro tools 12.3.1 available. when I download it and open, it says no licence found. I have nothing pending in licence manager. anyone know whats up?

when is the last time you updated iLok Manager ???

when / where did you buy Pro Tools ???

obviously you have an iLok ...

Not sure if you saw my included picture? I have a 9/10/11 licence and it says it takes a protools 9 license. everything is up to date.
