This is normal behavior for a lightly loaded system.

Each plugin is assigned to a single core. So if you had a session with just a single plugin that would use 90% of a single core on an 8-core system, one core would show 90% utilization and all others would show 0%.

PT takes care of the core allocation for you and I would not care (nor can you influence it anyways) unless you're getting errors due to overloads.

Are you on OS X? If so OS X handles cores a little bit different than Windows.

The OP is a Mac OSX user and what you see is not anything strange, we have similar readings here aswell but choose to not keep looking for problems and make music instead ;)
