Default PT goes offline?

If I spend 15 mins surfing, PT will go into a rest mode and it takes close to a minute to load or start up again or what ever it is doing. I can't remember it being like this before 7.3

Can anybody explain what happens? Is it a winXP feature to unload stuff from memory if it is not in use or what? I don't see any changes in available memory.
