You can use Terminal too if you know the commands, but the app is so much easier

Ok.... this thing works. Wow. Makes CPU super stable. High Sierra. Mac pro 51 dual 3.33 6 core. Hdx.

Turning Hyperthreading off has made my rig SO much more stable. No freezing errors and just smooth(er) sailing in high Sierra.
I use "instruments" as part of the Xcode package (xCode in App Store) to turn off hyperthreading.
You need to do after each restart.

Does flipping the switch on hyperthreading -- on vs. off, or vice versa -- require a computer restart?

If not, can it be done with ProTools open?

No restart needed. In fact, after restart, you HAVE to turn HS off again. (state isn't retained after restart/power down) and no- PT has to be relaunched after.

I love that in "Windows" HT can be turned of permanently in bios. Pro Tools runs so much better here without it.

It can’t be done with protools open.
