removing/moving the .plist files should stop these starting, make sure you used mv and not say cp.

I used everything exactly like on the linked-to page earlier. mv and not cp All entered manually.
update:
Seems like third time's the charm. Spindump stayed off after the reboot to re-enable SIP. Did a warm boot and still stayed off. Even did a cold boot with pulling the AC plug, counted 30 seconds, restarted and it's stayed off.

Jack,

I believe that you need to re-enable System Integrity Protection on your computer and reboot. Try that and that should set you straight.

I apologize for this late response on my own thread, but I'm moved into my new location and I started on this path to correct this error. First I decided to focus on each plug in manufacturer by checking to see if there were any updates for my MAC OS.(10.15.5). Apparently, Catalina is special. My Waves portal worked when upgrading. I got stuck on Izotope, apparently it is having problems with Catalina. I followed their protocol Catalina download drivers and it still erred. I'll contact Izotope support another day. I removed all plugins that were not Cat supported. Then I opened up a Pro Tools mix session that used basic plug ins but AAE-9173 erred when played. While deactivating plug ins to run a CPU test, some plug ins would not deactivate and then would freeze Pro Tools into not responding. I'd force quit the session, reboot then re open that same session and proceed to deactivate all plugins. The same thing happened again, I'd come across a plug in that wouldn't deactivate and it would freeze the whole system. I believe some of my sessions are some how corrupted, I'll bounce down all the consolidated tracks to stems and open a new session to see if I get the AAE-9173 error.

Had nothing to do with it. Been doing that dance every time. It wasn't until the third time through that everything worked and spindump stayed off.
