Yes. You need to file a TOO and I think it is a cost involved aswell.

Allow transfer=No

You can't separate it.

You need to do a TOO as all the addons are ”Not Allowed” in the ilok manager so if you read the transfer of ownership I believe you can transfer that. We did a year ago.
