Default stop-frame in 24fps avid-playouts to pal video

Hello!

setup is a filmcomposer in the PAL world
I´m doing a digital cut to a beta tape at filmspeed
as a result the avid outputs a sequence with what I call a "stop frame" to get a 24fps project onto a pal tape without changing length.

I sometimes get tapes with the stop-frame at frame 12 and sometimes it´s at frame 00 and sometimes it´s somewhere else.

question:
How can I tell the AVID what frame to use for the stop-frame because I´d like I to be always at frame 12.

Frank.
